Purpose: Delivery of humanitarian assistance to communities affected by the earthquake
- Background and Purpose
On 22 July 2026, a joint humanitarian support mission from OPHA and the Directorate of Public Health (DPH) traveled to Nooristan Province to provide emergency humanitarian assistance to communities affected by the recent floodout.
The mission was organized to deliver essential assistance, including household items, medical supplies, and medicines, provided by OPHA to support the affected population. The mission included two ambulances and two vehicles to transport humanitarian assistance and provide emergency support to affected communities.
- Mission Activities
The team arrived in the capital of Nooristan Province at approximately 11:00 PM at night and initially met with the Director of Public Health (DPH) to coordinate the distribution and utilization of the humanitarian assistance.
Following the briefing provided by the Director of Public Health (DPH), a commission/team assigned by the Governor of Nooristan was responsible for receiving and distributing assistance to the affected populations.
Early the following morning, the humanitarian assistance was formally handed over to the assigned commission/team during an official gathering attended by the Director of Planning and Policy of Ministry of Public Health, Director of Public Health, and other relevant provincial officials and representatives.
Following the handover, the team also met with the Deputy Governor of Nooristan Province and presented a summary of the humanitarian assistance and activities undertaken by OPHA. The provincial authorities expressed their appreciation and gratitude to OPHA and the visiting teams for providing timely humanitarian support to the flood affected communities.
- Ambulance and Additional Support
In addition to the humanitarian supplies, two OPHA ambulances were made available to support emergency and medical services for the affected population.
Based on the request and recommendation of the provincial Planning and Policy Director, the two ambulances remained in Nooristan Province for an additional three days to assist with emergency transportation and other humanitarian needs.
Furthermore, a team assigned by the Laghman Provincial Public Health Directorate was also supported by OPHA with accommodation, food, and drinking water throughout the mission period.
- Situation Observed
During the visit, the team observed the significant impact of the flood across several affected areas. Several government buildings, residential houses, shops, hotels, and other structures were damaged or destroyed.
At the time of the mission, the exact number of casualties and injured people could not be confirmed, as some affected individuals were reportedly still trapped under debris and assessment activities were ongoing. The humanitarian and response teams continued their efforts to support affected communities and respond to emerging needs.
- Conclusion
The humanitarian support mission successfully delivered assistance provided by OPHA to the designated provincial commission/team for distribution among flood-affected communities. The deployment of two ambulances for an additional three days further strengthened the emergency response and provided additional support to affected populations.
The mission also provided an opportunity to directly observe the situation and humanitarian needs of the affected communities and to strengthen coordination with the Nooristan Provincial Public Health Directorate and other provincial authorities.
